Does a Community Minister qualify for a Housing Allowance?

In short, yes but it is complicated if the minister is not a salaried employee. Please note that a housing allowance can only be provided by a religious institution.  

The Housing Allowance for Ministers is an option for all UU ministers who are fellowshipped and/or ordained. There’s no requirement that you practice any particular “type” of ministry, so Community Ministers may certainly have a portion of their pay designated as a housing allowance.  The housing allowance must be specifically designated by the religious institution, even in cases where a community minister is working as an independent contractor.
